The United States Department of Housing and Urban Development (HUD) defines a homeless person for the purpose of identifying qualified service recipients as "A person sleeping in a place not meant for human habitation or in an emergency shelter; a person in transitional or supportive housing for homeless persons who originally came from the street or an emergency shelter."
